Multifamily ECC Verifications

Formerly known in California as the Home Energy Rating System (HERS), the updated Energy Code Compliance (ECC) Program is a required compliance process used to verify that building systems—such as ducts, HVAC, or insulation —meet California Energy Code (Title-24, Part 6) standards. As certified ECC-Raters, we verify and test new construction, alterations, and additions across residential and nonresidential development.

We specialize in the following Multifamily ECC Verifications and Tests:

  • Duct Leakage Testing: Measures air leakage in the duct system to verify compliance with California Energy Code requirements and ensure efficient HVAC performance.
  • Whole-House Ventilation / Indoor Air Quality (IAQ): Verifies that mechanical ventilation systems provide the required outdoor air rates to support healthy indoor air quality.
  • High-performance Attic/Wall Inspections: Inspects building envelope assemblies to confirm proper installation of insulation, air barriers, and energy-efficiency measures.
  • Refrigerant Charge & Airflow Verification: Confirms that HVAC systems have the correct refrigerant charge and airflow to operate efficiently and as designed.
  • Fan Watt Draw/Efficacy: Measures HVAC fan energy consumption and airflow performance
  • Existing Conditions Documentation: Documents existing building, mechanical, and energy-related conditions to support alterations, retrofits, and code compliance verification.
  • Quality Insulation Installation (QII): Verifies that insulation is installed to industry standards with proper alignment, coverage, and minimal gaps or compression.
  • Domestic Hot Water System Verification: Confirms that water heating systems, piping, and other components meet applicable energy code requirements.
  • Compartmentalization Blower Door Testing (Multifamily and Commercial): Measures air leakage between units and building compartments to verify energy efficiency and enclosure performance.
  • CF-3R Compliance Documentation via CHEERS: Submission of certified third-party verification and registration of required energy compliance measures through the CHEERS registry.

As a certified multifamily and nonresidential ECC-Rater, we can support those projects aiming to achieve beyond the CA Energy Code. We can verify and consult projects to achieve high performance-based ratings and certifications such as Energy Star, Zero Net Energy, LEED for Homes, GreenPoint Rating, and CalGreen. These high performance standards require a specialized expertise of which we have conducted for over 200 multifamily projects throughout Southern California and neighboring states.

We’ve been successfully supporting multifamily projects to the finish line for almost a decade and under various building types, square feet, and standards. We are experienced in conducting 100% or group sample verifications depending on the development’s requirements. After conducting our field tests, we’ll complete and submit the required certifications in the data registries. The certifications depend on the services, project size, and sampling procedures performed and could be either CF3R, LMCV, or NRCV.

Multifamily Acceptance Testing or ECC Verifications

Depending on the multifamily project’s energy configurations, the project may require either ECC Verifications or Acceptance Testing. We are uniquely qualified to conduct both of these requirements as Mechanical Acceptance Test Technicians and ECC-Raters. When called upon to provide our services, we’ll complete the field verifications and tests and submit the required verification or acceptance tests certifications.
